Nume Mod*: Improved Lamppost Lights v2

Improved Lamppost Lights v2 for GTA San Andreas - Asi with this library all the lampposts will be a sort of "spotlight effect", ie from lampposts will go luminous flux.
Efficient in SA: MP.
